The extraordinary event of the special session of the Congress was the delegation to the President of essentially legislative functions, covering a limited time and dealing with certain questions. Judged by both the letter and the spirit, the occurrence is unique in our history, in time of peace. (pg. 22)

Comment: Article I, Section 1 of the Constitution states: "All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives." In short, the Constitution did not, and still does not, grant any legislative powers to the Executive branch of the Federal Government.
